Singleton Bill to Establish New Urban Enterprise Zone in Burlington City Advances

TRENTON – The Senate Community and Urban Affairs Committee advanced legislation sponsored by Senator Troy Singleton that would authorize the creation of a new Urban Enterprise Zone (UEZ) in Burlington City to support economic development, job creation, and community revitalization.

The bill, S-1834, would establish Burlington City as the 33rd Urban Enterprise Zone in New Jersey, providing access to a range of economic incentives designed to attract businesses and stimulate local investment.

“Burlington City has a strong history and tremendous potential, but like many communities, it faces real economic challenges,” said Senator Singleton (D-Burlington). “This legislation is about giving the city the tools it needs to attract new businesses, support local entrepreneurs, and create jobs for residents. The Urban Enterprise Zone program has a proven track record of driving revitalization, and this bill brings those opportunities to Burlington City.”

Under this, Burlington City would be eligible to apply for designation through the New Jersey Urban Enterprise Zone Authority, and once approved, businesses operating within the zone would gain access to program benefits, including the ability to collect sales and use tax at half the standard rate, as well as potential access to financial assistance and investment incentives.

New Jersey has 32 Urban Enterprise Zones across 37 municipalities. The creation of a new zone in Burlington City would expand the program to better serve communities experiencing economic distress and seeking pathways to long-term growth. Urban Enterprise Zones are designed to promote economic activity in areas with higher unemployment, lower median income, and other indicators of economic hardship. Participating municipalities reinvest program-generated revenue into infrastructure improvements, public safety, and local economic development initiatives.
